The Philippine Statistics Authority (PSA) approved the clearance for the conduct of the 2021 Monthly Integrated Survey of Selected Industries (MISSI), and the 2021 Producer Price Survey (PPS).
The 2021 MISSI aims to provide planners and policy makers in both government and private sectors with timely flash indicators on the performance of growth-oriented industries in the manufacturing sector. The survey collects data on employment, compensation, value of production, sales from manufacturing activity, other income, inventories of finished products, work-in-progress and raw materials and capacity utilization. These will be used as inputs to monitor the business cycle of key manufacturing sectors of the economy.
On the other hand, the 2021 PPS will collect producer price data of manufactured commodities by specifications/brand names for the generation of the Producer Price Index (PPI). This measures yearly and monthly changes in the producer prices of key commodities in the manufacturing sector. It is used as deflator in the MISSI to derive indicators such as the Volume of Production Index (VoPI), and Volume of Net Sales Index (VoNSI).
A total of 920 establishments will be covered both in the 2021 MISSI and 2021 PPS with a total budget of PhP 13.0 million (i.e., PhP 7.3 million for MISSI; PhP 5.7 million for PPS).
Per Executive Order (EO) No. 352 (Designation of Statistical Activities that will Generate Critical Data for Decision-making of the Government and Private Sector), preliminary results of the MISSI and PPS are scheduled to be released 45 days after the reference month.
Meanwhile, the results of the November 2020 MISSI, and PPS are as follows:
a. The Value of Production Index (VaPI) for manufacturing industry reflected an annual year-on-year rate of -13.8 percent in November 2020.
b. Industry groups with major contributions to the faster decline of VaPI for the manufacturing sector in November 2020 were petroleum products (-66.0%), tobacco products (-56.9%) and printing (-50.8%).
c. The Producer Price Index (PPI, 2000=100) for manufacturing declined at a rate of -3.4 percent in November 2020 from 0.4 percent during the same period the previous year.
d. Based on the responding establishments, the average capacity utilization rate for the manufacturing sector in November 2020 was posted at 70.9 percent from 71.6 percent in the previous month.
e. The proportion of establishments that operated at full capacity (90% to 100%) was one-fifth (20.1 percent) of the total number of establishments for manufacturing in November 2020.
The 2021 MISSI, and 2021 PPS were reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 10625 to:
a. ensure sound design for data collection,
b. minimize the burden placed upon respondents,
c. effect economy in statistical data collection,
d. eliminate unnecessary duplication of statistical data collection efforts, and
e. achieve better coordination of government statistical activities.
In line with this, the PSA enjoins manufacturing establishments to support the said survey.
