The Philippine Statistics Authority (PSA) renewed the clearances of conduct of the Annual Survey of Philippine Business and Industry (ASPBI) and the Quarterly Survey of Philippine Business and Industry (QSPBI) through the Statistical Survey Review and Clearance System (SSRCS) on 12 December 2016.
 
The 2016 ASPBI is one of the designated statistical activities of the PSA which aims to provide planners and policy-makers in government, as well as the private sector, with information on the levels and structure of economic activities. Meanwhile, the 2017 QSPBI collects data on employment, compensation, value of production, total revenue, and total inventory of goods and capacity utilization by industry groups which serve as inputs in the estimation of the Quarterly National Accounts. 
 
Starting 17 April 2017, the survey questionnaires of the 2016 ASPBI will be distributed to 30,000 establishments nationwide, while for the 2017 QSPBI, a total of 10,000 establishments will be covered. This year’s conduct of the ASPBI and QSPBI will utilize budgets amounting to PhP 159.7 million and PhP 13.5 million, respectively.
 
Key preliminary results recently posted about the 2014 ASPBI are as follows:
  • Total employment grew by 3.8 percent, i.e. from 3,978,185 workers in 2013 to 4,127,623 in 2014. Among the sectors, the Manufacturing sector recorded the highest number of workers at 1,031,058, accounting for 25.0 percent of the total employment. Ranking second was Administrative and Support Service sector  with 803,363 workers or 19.5 percent share to total employment. Wholesale and Retail Trade, Repair of Motor Vehicles and Motorcycles sector ranked third with 461,194 workers or 11.2 percent share to total.
  • In terms of employment generation, restaurants and mobile food service sector has the highest number of workers employing 155.6 thousand individuals or 63.7 percent of the total. This was followed by short-term and other accommodation activities with 76.2 thousand workers (31.2 percent) and beverage serving sector industry (3.3 percent).
  • Average monthly compensation in 2014 was estimated at PHP 23,665. This represents an increase of 2.2 percent compared with the PHP 23,150 average monthly compensation in 2013. Employees in Electricity, Gas, Steam and Air-Conditioning Supply sector received the highest average monthly pay of PHP 58,009 in 2014, followed by employees in Information and Communication and Financial and Insurance sector with average monthly compensation of PHP 48,698 and PHP 44,979, respectively.
  • Among the 18 sectors, Arts, Entertainment and Recreation sector posted highest increase (30.7%) in average monthly compensation at PHP 32,663 in 2014 compared with PHP 24,988 in 2013.
     
Pursuant to Executive Order No. 352 (Designation of the Statistical Activities that will Generate Critical Data for Decision-Making of the Government and the Private Sector), the QSPBI results are scheduled to be released 45 days after the reference quarter (preliminary; in the form of posting sheets). Final results of the quarterly survey are being used as inputs to the National Accounts of the Philippines (NAP). On the other hand, the manuscript for publication of the 2016 ASPBI will be prepared between January 2018 – March 2019.
 
The 2016 ASPBI and 2017 QSPBI were reviewed and cleared for conduct under the SSRCS of PSA, a mechanism being implemented by virtue of Rule 28 of the Implementing Rules and Regulations (IRR) of RA No. 10625 to: 
  • ensure sound design for data collection;
  • minimize the burden placed upon respondents; 
  • effect economy in statistical data collection; 
  • eliminate unnecessary duplication of statistical data collection; and, 
  • achieve better coordination of government statistical activities. 
In line with this, all establishments are enjoined to support the said surveys.
