29 January 2021 – QUEZON CITY. The Philippine Statistics Authority (PSA) spearheads the celebration of the 31st Civil Registration Month in February this year with the theme “Strengthening Civil Registration and Vital Statistics’ Digital Information: The Ways to Manage the New Normal”.

“Given the new normal, our efforts in improving our civil registration services are geared towards making our processes more convenient and safer for our clients. We continuously explore new and innovative ways to bring our civil registration services and vital statistics more accessible to the public,” Undersecretary Dennis S. Mapa, National Statistician and Civil Registrar General said.

In 2020, the total transactions processed by PSA Civil Registry System (CRS) outlets nationwide is 11.707 million which is a drop of -47.98 percent from the 22.503 million in 2019. This decline was mainly due to the COVID-19 pandemic.

The PSA recently renewed its partnership with a third-party provider for the online services for the issuance of civil registry documents via PSAHelpline.ph. The agency also launched its first-ever online payment method in PSA CRS outlets for birth, death, and marriage certificates via PayMaya QR

Further, the PSA released timely and accurate death statistics in 2020 in response to the urgent need for data of the Department of Health (DOH) and the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-IED) for the monitoring of the COVID-19 mortality in the country.

This year’s Civil Registration Month (#CivilRegMonth) entails a line-up of various activities (1) to raise awareness and promote the legal, administrative, and statistical values of civil registration, and (2) campaign the importance of adequate funding for the enforcement and administration of civil registry laws.

The opening program for the month-long celebration is set to kick-off this Monday, 01 February 2021 at the PSA Complex, East Avenue, Quezon City, and will be livestreamed for PSA Field Office participants. 

The 31st Civil Registration Month will also feature online activities such as briefings on civil registration and vital statistics (CRVS) for PSA employees; a writeshop for the finalization of the guidelines of Republic Act No. 11222 o the Simulated Birth Rectification Act; CRVS webinars for various government agencies; first-ever National CRVS Quiz Bee; and the awarding of Outstanding Local Civil Registry Offices (LCROs), the agency’s partner in the registration of vital events.

The celebration is pursuant to the Presidential Proclamation No. 682 signed on 28 January 1991 by former President Corazon C. Aquino, declaring February as the Civil Registration Month.
