The Philippine Statistics Authority (PSA) clears the conduct of the 2017 Annual Poverty Indicators Survey (APIS) on 24 April 2017 through the Statistical Survey Review and Clearance System (SSRCS).
The APIS is conducted annually by the PSA in years when the Family Income and Expenditure Survey (FIES) is not conducted. The APIS provides information on the different indicators related to poverty. These indicator include socio-economic profile of families and other information that are related to their living conditions; social and economic data that were established to be correlated with poverty and family income which will serve as inputs for the generation of poverty incidence and poverty threshold at the national level.
For the 2017 conduct of APIS, a national sample of approximately 11,000 nationwide households will be covered and asked questions on the following:
- Demographic/socio-economic profiles of families and family heads
- Family income and expenditures of families from January 1 to June 30, 2017
- School attendance of persons aged 3-24 and highest educational attainment of persons 5 years old and over
- Water supply, sanitation and hygiene practices and facilities among others
The total cost of the survey is Php 66.0 million to cover personal services, supplies, travelling and printing expenses. Results of the survey are expected to be released in February 2018.
The following are the major findings of the most recent available results of the APIS (2014):
- The family income for the period of January to June 2014 reached 2.8 trillion in which 88.3 percent of this income or Php 2.5 trillion was earned by the top 70 percent families.
- Total family expenditure from January 1 to June 30, 2014 amounted to Php 2.4 trillion. Two-thirds (66.4 percent) of the total family expenditure accounted for food (42.8 percent), for housing, water, electricity, and other fuels (19.1 percent), and education (4.5 percent).
- The total family savings or the total income minus expenditure for January 1 to June 30, 2014 was estimated at Php 417 billion.
The SSRCS is a mechanism being implemented by the PSA by virtue of Rule 28 of the Implementing Rules and Regulations (IRR) of RA No. 10625 to:
- ensure sound design for data collection;
- minimize the burden placed upon respondents;
- effect economy in statistical data collection;
- eliminate unnecessary duplication of statistical data collection; and,
- achieve better coordination of government statistical activities.
In line with this, households are enjoined to support the said survey. The conduct is expected to start on 8 July 2017.
