The Philippine Statistics Authority (PSA) granted clearance for the conduct of the Comprehensive Socio-Economic Survey (CSES) 2017 by the Department of Social Welfare and Development (DSWD) in collaboration with the Philippine Institute for Development Studies (PIDS) and Social Weather Stations (SWS) on 08 December 2017.
 
The CSES 2017 aims to collect information to assess the impact of the Pantawid Pamilyang Pilipino Program (4Ps) at the household and community level regarding the general condition and status of the household (such as household health, education and other socio-economic factors) and access to, availability of, and utilization of social services and infrastructure in the community. 
 
A total of 9,500 households as well as officials of 28 provinces, 30 cities/municipalities and 305 barangays across 17 regions will be selected to participate in the survey.
 
The CSES 2017 will utilize a total of Php 44.04 million which is allotted for personnel services, maintenance and other operating expenses such as travelling expenses, supplies and printing of materials, and capital outlay. Results of the CSES 2017 is scheduled to be released on 30 September 2018.
 
Meanwhile, the highlights of the results of the Philippines Conditional Cash Transfer Program Impact Evaluation 2012 are the following:
  • The enrolment rates among preschool- and daycare-aged children (3-5 years old) and elementary school-aged child (6-11 years old) were 10.3 and 4.5 percentage points higher among poor children in Pantawid barangays compared to their respective non-Pantawid barangays counterparts with 65.0 and 93.0 percent enrolment rates.
  • In terms of maternal health, more poor mothers living in Pantawid barangays were receiving antenatal care (ANC) (10.5 percentage points higher than non-Pantawid barangays) and postnatal care (PNC) at home (10.0 percentage points higher).
  • Rate of severe stunting among poor children 6-36 months old in Pantawid barangays is lower by 10.1 percentage points compared to the non-Pantawid barangays.
The survey was reviewed and cleared for conduct under the Statistical Survey Review Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 10625 to:
  • ensure sound design for data collection;
  • minimize the burden placed upon respondents; 
  • effect economy in statistical data collection; 
  • eliminate unnecessary duplication of statistical data collection efforts; and 
  • achieve better coordination of government statistical activities.
In line with this, the public are enjoined to support the said survey.
