The Philippine Statistics Authority (PSA) granted clearance to the conduct of the Impact Evaluation of the Rural Road Network Development Project (RRNDP) on 04 June 2018. The survey is a project of the National Economic and Development Authority (NEDA) and will be conducted by the CPRM Consultants, Inc.
 
The survey has the following objectives:
  • assess current conditions of roads and bridges and identify actual benefits derived compared with planned/targeted benefits;
  • design a standard impact evaluation methodology for rural road projects and apply it to RRNDP;
  • measure the project’s impact on transportation sector, agricultural activities in the influence areas and regional industries;
  • identify other indirect impacts of the project;
  • recommend policies, strategic approaches on effective modalities to improve implementation of rural road projects;
  • recommend actions for sustaining project benefits; and
  • facilitate knowledge transfer to NEDA – Monitoring and Evaluation Staff (MES) personnel on the design and conduct of impact evaluation for continued capacity development.
The survey will utilize a total budget of Php 4.3 million for personal services and maintenance and other operating expenses such as travelling expenses, communications, supplies, training and seminar, representation, printing expense and other expenses. 
 
The impact evaluation shall be useful as input to infrastructure planning and implementation. The results of the survey are expected to be released in January 2019.
 
The survey was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 10625 to:
 
  • ensure sound design for data collection;
  • minimize the burden placed upon respondents; 
  • effect economy in statistical data collection; 
  • eliminate unnecessary duplication of statistical data collection efforts; and 
  • achieve better coordination of government statistical activities.
 
In line with this, the public are enjoined to support the said statistical activity.
