The Philippine Statistics Authority (PSA) approved the clearance for the conduct of the National Values Survey (NVS) of the National Economic and Development Authority (NEDA) on 26 October 2018. The survey will be conducted by Philippine Survey and Research Center (PSRC), a third-party organization contracted by NEDA.

The NVS aims to establish the Philippine dimensional model on cultural values as the quantitative methodology to understand the cultural values that characterized Philippine society. The study will provide the basis for monitoring the country’s progress in terms of values formation towards national development. The study will also play a key role in defining future policies and plans towards creating a high-trust society in the Philippines, as stipulated in the Philippine Development Plan
2017-2022.

The data items to be collected in the survey include the following:

  • psychometric data (self-descriptions in terms of culture and personality)
  • gender
  • age
  • educational attainment
  • language spoken at home until aged 18
  • region or city where respondent lived most of the time until aged 18
  • type of employment
  • household income
  • religion
  • ethnicity

The study will collect data from the 10,200 individual aged 15 and over across 17 regions in the country. A total budget of PhP 14 million will be utilized for personal services, maintenance and other operating expenses (MOOE) such as the travelling expenses, supplies, and printing expenses. The conduct of the survey is tentatively scheduled on the month of November 2018 while the results are expected to be released in May 2019.

The survey was reviewed and cleared for conduct under the Statistical Survey Review  and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 10625 to:

  • ensure sound design for data collection;
  • minimize the burden placed upon respondents;
  • effect economy in statistical data collection; efforts;
  • eliminate unnecessary duplication of statistical data collection; and
  • achieve better coordination of government statistical activities.

In line with this, the public, establishments and government entities are enjoined to support the said survey. Further, the PSA is only mandated to review and clear the survey materials through the SSRCS. In the event that the survey proponent hires a third-party entity to undertake the survey on their behalf, kindly note that the PSA, by any means, does not have control over the agreement between the survey proponent and the third-party entity.
