12 August 2022 – QUEZON CITY. The Philippine Statistics Authority (PSA) Board recently approved the adoption of the new sampling design of the Commercial Livestock and Poultry Survey (CLPS) through PSA Board Resolution No. 10, Series of 2022 entitled, “Approving and Adopting the New Sampling Design of the Commercial Livestock and Poultry Survey”. The said resolution was signed by PSA Board Chairperson and Socioeconomic Planning Secretary Arsenio M. Balisacan of the National Economic and Development Authority and was attested by PSA Undersecretary and National Statistician and Civil Registrar General Dennis S. Mapa on 12 August 2022 in Quezon City.

The CLPS is conducted quarterly by PSA to generate estimates on supply and disposition of livestock and poultry animals from sample livestock and poultry establishments. The current sampling design of the CLPS which was developed nearly three decades ago, no longer capture the changes in the structure of livestock and poultry industry in the country.

The new sampling design for CLPS adopts a stratified probability proportional to size design, where the establishment is the sampling unit. The animal type serves as the stratification variable and the size measure is the maximum farm/housing capacity of the establishment. The sample establishments will be selected independently every quarter of the year.

The new sampling design also increases precision of estimates as confirmed in the results of the pilot survey, thus, generating more reliable livestock and poultry statistics. It also allows easier field implementation due to a simplified sampling design that no longer uses stratum boundaries for each animal type and province.

The PSA will implement the new sampling design of the CLPS starting first quarter of 2023.

The redesigning of the CLPS is a collaborative activity of the Statistical Methodology Unit, the Livestock and Poultry Statistics Division, and the Service and Industry Census Division of the PSA.
