On 22 January 2018, the Philippine Statistics Authority (PSA) granted clearance to the conduct of the 2017 Survey on Information and Communication Technology (SICT) - a rider survey of the 2017 Annual Survey of Philippine Business and Industry (ASPBI).  

 
The primary objective of the SICT is to gather and generate information on the availability, distribution, access/utilization of Information and Communication Technology (ICT) in business and industry to assess and monitor the digital economy in the country.
 
 
Specifically, the data items to be collected in the survey include the following:
 
  • ICT resources of the establishment (i.e., ICT equipment and knowledge)
  • network channels, Internet connection and website of the establishment
  • uses of ICT resources in the operations of the establishment
  • uses of Internet in the operations and other processes
  • e-commerce via network channels and Internet
  • social media account of establishment
  • purchase and disposal of ICT equipment
  • employment in ICT (employment size and number of employees routinely using computers and with internet connection)
 
The survey will collect data from 10,000 establishments nationwide in April 2018. A total budget of Php 10.7 million will be utilized for personal services, maintenance and other operating expenses (MOOE) such as travelling expenses, training, supplies and printing of materials. 
 
Results of the survey are expected to be released in November 2019.
 
The approval of the 2017 SICT is pursuant to the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 10625 to:     
  
  • ensure sound design for data collection;
  • minimize the burden placed upon respondents; 
  • effect economy in statistical data collection; 
  • eliminate unnecessary duplication of statistical data collection efforts; and 
  • achieve better coordination of government statistical activities.
 
In line with this, the PSA enjoins establishments to support the said survey.
