The Philippine Statistics Authority (PSA) granted clearance to the conduct of the Community-Based Monitoring System (CBMS) under the Department of the Interior and Local Government (DILG) on 19 March 2018. 
 
The survey aims to be used in preparing the local development plan including effective budgeting at the local level. Moreover, it aims to generate the Core Local Poverty Indicators (CLPIs) and will serve as SDGs localization instrument. 
 
The data items to be collected in the survey include the following:
 
  • data on health and nutrition, housing, water and sanitation, education, income and livelihood, and peace and order
  • data on disaster risk reduction and management and climate change preparedness and awareness
  • effects of national and local programs
  • demography and other information such as migration, OFWs, community and political participation, training attendance, solo parenthood, etc.
The survey will collect data from households under the jurisdiction of the local government units (LGUs) in all regions. LGUs will shoulder direct cost while all training modules, customized processing and poverty mapping system and mentoring to LGUs will be provided by the CBMS Network at no cost. Moreover, the DILG central and regional offices and other accredited trainers will provide technical assistance to LGUs.
 
Results of the survey are expected to be released six (6) months to one (1) year after the conduct of the survey.
 
The survey was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 10625 to:
 
  • ensure sound design for data collection;
  • minimize the burden placed upon respondents; 
  • effect economy in statistical data collection; 
  • eliminate unnecessary duplication of statistical data collection efforts; and 
  • achieve better coordination of government statistical activities.
 
In line with this, the PSA enjoins the public to support the said survey.
