Approved building permits applications decrease by 4.4 percent

  1. Approved building permits nationwide reached 24,777 during the fourth quarter of 2005, representing a 4.4 percent drop from the 25,906 approved building permits recorded during the same period of 2004.
  2. An increase in applications, however, was observed for non-residential building construction, addition, alteration and repairs. Non-residential building construction increased by 11.6 percent to 3,187 approved building permits from 2,855 of the same period of last year. Combined approved building permits for additions, alterations and repairs also went up by 7.9 percent to 5,207 approved building permits from 4,825. Figure 1 compares the number of approved building permits by type of building for the fourth quarters of 2005 and 2004 (Table A).

  1. On the other hand, approved building permits for residential building construction went down by 10.1 percent to 16,383 from 18,226 of the same period of last year.
  2. Five areas recorded approved building permits exceeding a thousand mark. Laguna, with 2,392 approved building permits ranked highest among these areas. This was followed by NCR-4th District (2,050), Cavite (1,803), Cebu (1,648) and NCR-2nd District (1,160). Figure 2 shows the regional distribution of approved building permits for the fourth quarter of 2005.

Value of construction rises to P25.5 billion

  1. Aggregate value of construction during the fourth quarter of 2005 went up by 9.2 percent to P25.5 billion compared to P23.3 billion recorded during the same period of the 2004.
  2. Value of construction for residential buildings went up by 19.7 percent to P14.3 billion from P11.9 billion of the same quarter of 2004. Likewise, value of construction for non-residential buildings went up slightly by 0.2 percent to P9.19 billion from P9.18 billion. On the other hand, combined value for additions, alterations and repairs declined by 10.2 percent to P2.0 billion from P2.2 billion during the same period of the previous year. Figure 3 compares the aggregate value of construction by type of building for the fourth quarters of 2005 and 2004 (Table A).

  1. Across the country, value of construction in the National Capital Region (NCR) consistently remained highest at P10.3 billion, accounting for 40.3 percent share of the total value. CALABARZON, Central Luzon and Central Visayas ranked second, third and fourth with 22.4 percent (P5.7 billion), 7.4 percent (P1.9 billion) and 6.9 percent (P1.7 billion), respectively, in terms of share of the total value of construction.

 

Average cost per square meter of residential building construction is P6,820

  1. Construction value for residential building was estimated at P14.3 billion with a total of floor area of 2.1 million square meters or an average cost per square meter of P6,820.
  2. Comprising about 84.6 percent of the total approved building permits for residential building were applications for single type residential units. This type of construction numbered 13,864 approved building permits with a total floor area of 1.6 million square meters and an aggregate value of P9.9 billion. Approved building permits for apartment/accesoria and other residential building construction' reached 1,764 and 462 applications, respectively. The least number of residential units was for duplex/quadruplex numbering 292 (1.8 percent) and residential condominium with only one (1) approved building permit during the period. Figure 4 shows the comparison of number and value of residential building construction by type during the fourth quarter of 2005.

Average cost per square meter of non-residential building construction is P6,542

  1. Aggregate total value for non-residential building construction amounted to P9.2 billion with a total floor area of 1.4 million square meters. This translates to an average cost of P6,541 per square meter.
  2. More than half or 68.9 percent of total applications for non-residential building were for commercial buildings. This type of construction numbered 2,196 approved building permits covering a total floor area of 903.0 thousand square meters and an estimated value of P6.2 billion. Institutional building construction ranked a far second with 449 approved building permits valued at P1.6 billion. While industrial building construction recorded 275 approved building permits valued at P1.1 billion. The least approved building permits were recorded for other non-residential buildings' at 220 and valued at P198.5 million and agricultural buildings with only 47 approved building permits and equivalent value of P46.4 million. Figure 5 shows the number and value of non-residential building construction by type during the fourth quarter of 2005.

EXPLANATORY NOTES

Scope and Coverage

Private construction statistics from approved building permits relate to data on new constructions and additions, alterations and repairs of existing residential and non-residential buildings and other structures undertaken in all regions/provinces of the country.

Source of Information

Data are taken from the original application forms of approved building permits collected by NSO field personnel from Local Building Officials nationwide.
 

Limitations:

  1. Data on private building constructions refer to those proposed to be constructed or construction work started during the reference period and not to construction work completed during the reference period.
  2. The completeness of the number of building permits collected relies on the applications filed and approved by the Offices of Local Building Officials (LBOs). Hence, private building constructions without approved building permits are not included in the tabulation of data.
     

Definition of Terms:

Building permit - A written authorization granted by the Local Building Official (LBO) to an applicant allowing him to proceed with the construction of a specific project after plans, specifications and other pertinent documents have been found to be in conformity with the National Building Code (PD 1096).

Building - Any independent, freestanding structure comprised of one or more rooms or other spaces, covered by a roof and enclosed with external walls or dividing walls, which extend the foundation to the roof.

Residential building - A building for which its major parts or more than half of its gross floor area is built for dwelling purposes. This type of building can be of the single type, duplex, an apartment and/or accessoria and residential condominium.

Single house - A complete structure intended for a single family.

Duplex - A structure intended for two households, with complete living facilities for each; it is a single structure divided into two dwelling units by a wall extending from the floor to the ceiling.

Apartment - A structure, usually of two storeys, made up of independent living quarters, with independent entrances from internal walls and courts.

Accesoria - A one or two-floor structure divided into several dwelling units, each dwelling unit having its own separate entrance from the outside.

Residential condominium - A structure, usually of several storeys, consisting of multiple dwelling units.

Other residential constructions - Consist of school or company staff houses, living quarters for drivers and maids and guardhouses.

Non-Residential Building - This type includes commercial, industrial, agricultural and institutional buildings.

Additions/alterations and repairs - Construction works by which the utility of building or structure is raised or at least renewed or which materially extends the normal life of the building or structure.

Demolitions - The systematic dismantling or destruction of a building/structure or in part.

Street Furniture's - These are street structures consisting of monuments, waiting sheds, benches, plant boxes, lampposts, electric poles and telephone poles.

Floor area of building - The sum of the area of each floor of the building measured to the outer surface of the outer walls including the area of lobbies, cellars, elevator shafts and all communal spaces in multi-dwellings. Areas of balconies are excluded.

Total value of construction - The sum of the cost of building, electrical, mechanical, plumbing and others. The value is derived from the approved building permit and represents the estimated value of the building or structure when completed.
